Guidance on applying for a Resident's Parking Permit in a Controlled Parking Zone

Please read the guidance notes below and then complete the online application form.

Please ensure that you allow at least 15 working days before you require the permit.

Applicants whose properties are named in the final Schedule of the relevant Traffic Regulation Order for the zone are permitted to park displaying a valid Resident’s permit.

Applicants must meet the following eligibility criteria for a Resident’s Parking Permit

  • The usual place of residence is within the Controlled Parking Zone or
  • The Applicant must spend at least four days and nights living and sleeping at the address for a minimum period of 13 consecutive weeks.
  • Full Council tax must be paid on the property (single occupancy is included as full Council Tax) – ie no discount for a second home.
  • The Applicant must be the registered keeper of the vehicle
  • The vehicle registration document must be in the name and address of the applicant within the controlled parking zone.
  • The size of the vehicle – height not exceeding six feet ten inches (208.28 cms) and length does not exceed eighteen feet (548.64 cms), i.e. short or medium wheel base transit.
Visitor Parking

Visitors to the Controlled Parking Zone (CPZ) will be required to display a visitor permit if they wish to park during the enforcement period of the CPZ. Visitor’s One Day Permits will be available to purchase at the time of applying for the permit or by post from Parking Services, PO Box 422, Torquay, TQ2 5WU when required – please allow 15 working days. The cost of these permits are £10.00 for a book of 10 and will only be available to residents within the zone. A maximum of 10 books (100 permits) a year will be provided to each property. Please note Visitor Permits are valid for a period of 12 months from month of issue and are non-renewable and non-refundable.

The size of the vehicle displaying a Visitor’s One Day Permit should not exceed the dimensions as stated above. Appropriate evidence to prove eligibility to purchase Visitor One Day Permits may be requested.

Permit

The cost of each permit is £30. The charge will be reviewed annually.

Initially up to two permits per household will be issued, a separate application form for each permit must be completed.

Please note that within the controlled parking zone there are limited resident parking bays. Use of these bays during the enforcement periods will be for valid permit holders subject to availability. Purchase of an annual or daily permit does not guarantee access to a parking bay. Permits are not transferable.

Declaration
  • I declare that the address on this application form is my main residence and that I meet the permit application requirements as outlined in this application form and Guidance. I understand that it is an offence to dishonestly make a false statement in this form or produce false information or to mis-use my permit and in such circumstances the Council may cancel my permit.
  • I acknowledge that parking incorrectly, failing to display the correct permit or breaching the parking regulations in any way will result in the issue of a Penalty Charge Notice which will be liable for payment.
  • I confirm I will ensure one day visitor permits are not issued to vehicles which are over the dimenstions as previously stated.
